I have 4 different generals, all on my home island at present, and each shows a differing number of overall troops of each type available to assign.
How is this determined? until now I thought they'd all have access to all the trained troops...i am talking about troops that have not yet been assigned to a general (the total trained but not yet assigned) as opposed to the number that are assigned.
capacity of general (normally 200) - number of troops already assigned to him = remaining number of troops that can be assigned.
In other words, empty them all and the numbers will be identical.

YW, very easy to miss the odd sneaky troops still hanging around sometimes.
