Why today I have no guild quest?

If you were inactive when the quests were assigned, then you would not have received one. (being logged out for 24hrs or more, will lead to you being marked as inactive, and not being included in the guild quests). You will get the next guild quest as long as you stay active.
If it is a guild-wide problem, then you should contact support, and the guild quest reset should fix it.
I didn't switch off my computer for months.......The guild quest appear around 9:00 am CET.....But when I seat in front of the comp 30-40 min earlier - I was without guild quest, and I am strongly active (near 24 hours daily) from several months.......I am almost lvl 49 in 20 weeks, and I never missed eather collectables, daily quest or guild quest............
I can think of 4 reasons why you might not get a guild quest:
1) You were inactive when the current quest (and I think that includes current waiting quest if there is one) was assigned. You've ruled this out.
2) Your guild leader cancelled the quest before you looked for it.
3) Your guild has dropped to under 10 players (min needed for GQ)
4) A bug
If you can rule out 2 and 3 as well then I guess support is your only option - or wait till next guild quest reset.
