I have just cleared a new zone by defeating the all the bandit in the that sector and building a new store house
in the sector, but I did not recieve any more building licenses for clearing a new zone.

You get it in the mail for defeating bandit leader. Or you've accepted the mail and it's in your star menu. Very common oversight
