General Notifications

I would like to have the same ding and "General Awaiting Orders" message after a general has finished recovering from a defeat and after a general has finished transferring. This can be the same ding and message that we get when a gen returns from an attack.

At the moment, when a gen recovers from a defeat happens in complete silence. All you can do is keep opening the gen or star or watch the time clock.

A gen finishing transfer gets the same noise as a bldg. completion but on a map with multiple players, you don't know if the noise is for your gen or someone else's.

+1 - good idea and I think easily fit into the existing mechanics (e.g. no big programming issue)
