I just demolished 2 level 2 residences and I only got one building licence back. I am I doing something wrong or is this a bug?
I am sure that both confirmations said I would get a building licence back.

It would be best to ask about this in help tab, You will find players there who could take a look at your island and give a better answer than what you would find in here.
