My explorer isn't able to carry out a search for an expedition, and soeone else has just said the same in chat. We are both high enough level, not done or finished an adventure and have space for more colonies.

have you previously sent them out to find expeditions, if so you need to cancell a found one before you can search for another
Had no found expeditions to cancel. I can't actually send an explorer off to find one. No adventure, no open expeditions - nothing and same for the other person who has the same problem.
