I would suggest making a "Priority" button on the box where you add new product for the production line. So of this is checked the new order will be put in in front of the rest of the que instead of the end. If the box is unchecked it will be put in the end of the line as usual.
This should ad for both normal Provision house and the Rarity, and also for both Barracks.
