Add Storm prevention system buildings as a chance to drop for storm recovery?

I think it will be nice if you add this building to the list of drop list, like a 5% chance to drop, so maybe motivate people to play this costly worthless scenario?

Could it be functional special building or for the population?

If it is just one more useless ornament then count me out.
Either give it a function or let it hold some population, then it is a nice idea. It have to be something very nice to make me do that scenario.
