no building licences!

Hi i got a problem sometimes when i destroy lets say a copper mine when it still has around 100 coppers left in it so i can rebuild a new mine that can work longer until the next time i log in again.
But sometimes when i do that i don't get my building licences back so i can't rebuild it and sometimes it helps to just refresh the page to get it back which is quite irritating to do right before going to bed. But i have got a few time that a refresh of the page don't always work so i have to quit the game for that day with one less copper mine and when i log back in the following day i have got my building licences back and can rebuild the mine the following day.

It is the same with iron and coal mines if i do that to any of them , gold i don't know usually don't do that to gold mines.

If i let the mines run out of resources on it's own and become depleted i get my building licences back.
