A Civil Engineers Office. Ownership would allow you to order a new building to a certain level (so, for example, a copper mine to L2). Construction of the new building would still take the same time and use the same materials as the sum of the intermediate levels. It would merely avoid needing to keep starting the new levels. Materials would be removed from store upon ordering.
