The only part of the spring park that seems to be operating as it should is the find colls...the increases in productions are barely discernible or none existent.
How are you doing the math? With Spring cleaning enabled a level 1 building will produce 3 resources instead of one if no other buffs are enabled. Spring festival is 100% speed increase so it halves the production time if no other buffs are used. If there are other buffs then remember that it add's to the speed and does not multiply it.
