Shorter Buffs

I've thought about this for a while, but especially now when my epic farm gets so much varied use.

A shorter buff for epic workyards, perhaps 2 hours and easier to produce/obtain. Same for ph and rph would be good.

very often these buildings just need a short boost and an 8 and/or 12 hour uncommon buff just isn't necessary.

One possibility would be to allow the Elixir to be applied on anything - barracks/bookbinder/provision/etc. But I'm not sure at what level those become generally available...
