I've killed off over 600 recruits in quests tonight but my population count still stands at full, it hasn't decreased even one settler. Refreshed as well as tried logging in through different browsers, still the same.

are you accepting the loot from the adventures? this contains settlers and will refill your population
do the adv but leave the loot in mail till quest is done
also turn any schools off
