Got today the quest with "Looming Danger" wanted to play it through, I am lvl 34 and have just seen it requires lvl 36.
Even the Wiki Guides say lvl 28 requirement. Can be played through at lower levels without a problem imho.
I personally consider it a bug/error, as it restricts me from getting the laboratory in the end.
Please fix the lvl requirement.
