No ship on land and the quest greyed out in quest book for me too. The weekly challenge quest in question is the same as OP's screenshot - town construction, in case it matters. I heard from guild members, that had the ship, they had the epidemic quest.
Same here. No ship and quests greyed out. A response from the BB team would be nice. Notice how they are always quick to comment when we do something wrong lol.
