Upgrading copper mines

Don't know if this is a bug, but when did they change the resources required to upgrade copper mines from tools to pinewood planks? I must have missed that announcement....

And it's not just a graphics glitch - I upgraded and watched my PWP reduce.

Ah! :) I read that as the initial build cost, not of upgrades. But thinking about it, upgrade cost makes sense too - thanks, Aszbhar!
