People/Mountain Where is Armory

I may be a bonehead but I can not fine the Armory in People of the Mountain to apply the construction kit.
Anybody know where to look?

I agree, where is it because I sure can't seem to find it no matter what I do or where I look.

At the top?

You have to build a new Armory with the construction kit at the top of the Map.
