There is a genuine Settlers reason for asking and answers from BB's especially welcomed

Looks like Scouting Post cooldown progression. So, 8?

48/3=16
48/4=12
48/5=9.6
48/6=8

But why 8 ?

Each SP removes 100%

What do you think is incorrect there and what should it say? the unit we are dealing with is speed and it is applied to base value (hover over the percentage)
