bug: training overtime

The buff description for training overtime says that it provides +200% recruitment speed. Which would make it effectively identical to the drill sergeant skunk. When I place it, though, I only get +100% recruitment speed, like the improved drill plan. Have tested it on both barracks.

Update: now I can't tell how fast this buff is. Just refreshed the game, and the queue is moving faster. In any event, there's either a bug with the buff, or a bug with the reporting of the queue's speed when first applied.
