My quartermaster general will not unload troops...when the unload button is pressed the camp just rebuilds. Now I cannot get access to those troops. This has happened on adventures, on home island and has cost me. What is going on?

Now on new adventure and same happening to Quatermaster Clause. Cant access troops..wasted adventure
