As the title says - has anyone else noticed that the ghost ship uses a building licence when it appears? Is this intended? and what happens if you have no free building licences when it appears?

I thought I was seeing things! I don't think it is meant to. They oftne forget to adjsut that for new stuff, happens to generals too sometimes.
