I have 3 of each, observatory and scouting posts. When using "Detailed Star Chart" and "Intelligence Strong Combat Intel" I get approximately 6 minutes less than 2 hours of playing time with buffs turned on.
I had no problem before using 2 Observatories and 2 Scouting Posts.
