When one has two or more concert halls, although it shows you can start it again, it does not work. The timer to help start it, is not working. You see you can start again though. I hope zone refreshed can also be fixed to make playing the game more enjoyable.

This is known bug about cooldown buildings, and concert hall is one of them. Please read the other threads before posting a new one.
I guess It would be better to next time contact BB directly to resolve such issues and doubts. It could be it was reported, resolved, and due to other updates, it comes up again though. A common problem in programming. It may be resolved soon maybe then.Quote:
