Mayors House Collections Country Sayings never make it to star menu

I am having a weird issue. When I make Country Sayings in the Mayors House to Refill my farm fields they disappear.
I made 4 or 5 and they were not in the star menu. Contacted support..they said nothing wrong...gave me 4 units of Country Sayings via email. I open email and game showed the graphic of the going to star menu..still nothing. I re contacted support...and nothing. They will not respond to my emails. Other Mayors House items work fine but am still unable create and use a Country Saying to refill farm field. 3 days since I heard from support...
Anybody have this happen?
