The title is self-explanatory, hover your mouse over a random unit and you'll notice.
This is annoying, especially if you want to do lots of adventures with lots of troop losses, but most people don't notice because they don't actually depend on their barracks speed because they don't lose as many troops.
Ok this is funny, it looks like it's because of the Elari Themed Skin :) If Elari Themed Skin is applied, the barrack buff will be useless, recruitment guide still works and training grounds also work. If somebody else has this issue, buy the "Third Eye" in the merchant and use in your training grounds.
