Hero Ore and Offbeat roads can we get some titanium rewards for these

I have umpteen explorers who have the maximum number of books used on Hero Oe and Offbeat roads which are supposed to increase the possibility of finding titanium and the amount found. In my experience theyre simply not working. This is about the forth time Ive complained about this without any feedback. Im forced to ask if books are worth the time and effort.
