It seems to be a feature, since so many, as me, are unable to enjoy the possibility of gather a new productor of free coal.
Locked for me too. I have more than one recycler bought from previous guild markets.

Same issue, recycler is locked - and it seems that anything 'desirable' is ALWAYS locked .. makes me feel like voting is simply a waste of my time.

Anything locked usually means that you bought the item before, similar to zoe being locked due to a maximum reached, this was rectified the following year so hopefully a fix coming. Never heard the guild market having items locked if you never bought it before though.
