Want to be able to sell/buy White Castle on Trade Office

Anyone know why I've got a Red exclamation mark hovering above my white castle?

It is if you click the picture of people in it you can but settlers for gems like a shortcut to the merchant
also other residential buildings do this if you wanted as well
