This doesn't just impact smaller screens. I get the annoying pop up block as well unless I play the game in maximised mode and that's with this screen resolution ......

This is not a bump. Problem got more annoying. Now You can put 200 recruit (1 at a time), and if You have lvl5 barracks, only way to check troop count is to open a general. That is until those recruits are done. Same goes for any fast training troops.
+1 to moving the info window. It's the only way I know of to see total number of settlers, army distribution, etc. Annoying to wait until the messages about my specialists going out scroll by (what seems very slowly) before I can check my numbers.
Btw - adding troops on assignment (e.g. adventures) would be handy too, as well as assigned/unassigned at home
