I wish for up to 500 gems to a guild member I nominate because they would make a superb prize for one of our competitions - suitable for all levels of player.
(Building licences would indeed be awesome - maybe you could introduce a smaller pack of licences?)

i wish for a deck of titanium because my ornamental smith keeps getting bored when i run out of it and my explorers are tight with their finds of it (am sure they are hiding it and going into the black market for themselves)
So You didn't take in to account the possibility that one player has made more than one wish and increased their probability to be drawn? I won't say what event(s) this reminds me of.
