New player here and not sure of the rules for asking around for friends/assistance.

Is it acceptable to send a PM to someone? Or is it considered polite to let others know in forum chat and wait for people to contact you?

Welcome to the game, HammerJohn.
New players often introduce themselves in Global Chat. If you ask for friends there, usually you'll have a number of replies. And you can also use Trade Chat if you need to buy or sell something for a quest. Most people in this game are happy to help out new players. But since the move to Unity, there aren't as many people online at a given time, so you may need to ask a few times.
