"The Militia" Quest - only available for level 21,... but not 22 or further!

keep fulfilling the quest with no success, but it didn't appear till after I was lvl 22, and now I'm lelve 31 whatever I do I dont fulfil the quest... grrr...

i am lvl 39+ and still have this quest... [ removed ] BB .. do something !
