Probably the same reason some other adventures are gems only. Map fragments are to buy adventures in the merchant like roaring bull etc.
Probably because the rewards for Nord 2 is very OP.
33.3% 140 pop frozen manor.
33.3% 4x buff for 4days!!
33.3% (not so great but cosmetic only, iron mine lvl 5)
Although. I think the Gem Price is a bit high though. 700gems might be better.
Can explorers find Nords 2 ?
i hope so as you can only buy nords with gems in merchant but they can be found in adventure huntsQuote:

Nords 2 is a lovely adv (apart from the snow scene hurting your eyes), since I did the two that came with the Premium Pack, my explorers have never seen a sniff of another, and I've never seen any up for trade. Either it's very rare to find, or isn't on the list.
you can now buy it for about 1500 gems in merchant thats how i got mine i just wanted to try it at least once and some intense blocks lol as i only been using blocks constantly for 4 days lol
Support confirmed this cannot be found by explorers.

I totally do not see why people are complaining about this.
BB has to make money in some way so that they can continue to run, support and develop the game. Making special adventures that can only be bought with gems is a good idea. I hope they sell loads :)
