I think I found a solution to that problem:
Open a new tab "chrome://flags"
Find variable "Enable Ephemeral Flash Permissions" and disable it
Done!

I can confirm that this flag to bypass Flash permissions has been posted on Chrome and Adobe forums already.

For anyone having difficulty finding the correct entry, please try:
chrome://flags/#enable-ephemeral-flash-permission
you should automatically be directed to the right entry.

Thanks for sharing, seems to have done the job!
By messing about in the config file you can make your entire browser unfunctionable.
In Firefox manually editing settings like that describes it thusly: "Here Be Dragons" (yes literally like that).
In other words, if you try and do this fix and something happens. Don't come here and whine about it. Support can't help you with those.
^^ is the warning chrome comes with when you open 'flags' - also be aware that changing this setting will work for ALL flash-using sites you allows to load FlashQuote:

Chrome v71 has taken away the flag that let us save our Flash permissions. :mad:

I found a nice workaround!
Run regedit, and go to [HKEY_LOCAL_MACHINE\SOFTWARE\Policies\Google\Chrome \PluginsAllowedForUrls]
(If not exists, create it)
Now create a string value named 1 with value www.thesettlersonline.com
From now on you have an exception for this site!
You can add more sites exceptions, by adding more strings, like:
2 with value www.tsotesting.com
3 ...
etc...

Works for me although I had to remove the space between "Chrome \Plugins......"
When trying it first time I found I had 2 entries @ HKEY_LOCAL_MACHINE\SOFTWARE\Policies\Google\Chrome \
One with a space after Chrome and one without. I had created the site entry in the one with the space which didn't work so deleting it and creating the entries in the location without space worked just fine.

Chrome Version 76 now blocks Flash - to run flash click lock in start of address line ( in front of 'https://www.thesettlersonline.com/en/homepage' )
In the popup window - For Flash - select allow - then close the popup window and click the reload button.
