Same here, doesn't work.
I got the third eye to get rid of a retro skin building I already had on my island, I was under the impression the building would last a set number of days, but it seems I am stuck with the retro design, because the third eye doesn't work.
If it doesn't work after the hot fix I'll raise a ticket.
I'm stuck with the same permanent/temporary retro skin, for months now, and 3rd Eye doesn't work for me either.

There was a bug which made retro skin permanent, it was fixed but if you had a permanent skin before the fix then you need to raise a ticket. This problem is nothing to do with the event and 3rd eye cannot fix an existing bug.
The fix for the temporary-permanent bug was to re-apply a temporary retro skin. 30 coins in merchant (below the gem versions)
Aha! I've put a temp skin on one of the two buildings affected. Will see how that goes. You'd think Support would know about that one though.
