The problem with this scenario that you need collecties to make buffs, if you use them no way to get them back, so that why it is fails, nothing to do about lazy coding, it is just "story" and challenge, so deal with it.
I managed to play a lot, like 40 - 50 and failed 1 time because a lag or freeze that reverted previous buffs so I failed.
Sorry it's good programming, it's detected that you did something wrong and is making you pay the penalty for your mistake. It's like if you try crossing the road while playing the game on a smartphone. If you get hit by a bus it's your fault, you can't say he is a bad driver.
Yet the Riches of the Mountain scenario, uses the same principles works perfectly fine.
It has nothing to do with principles. Do note that Storm Recovery has a harder difficulty classification and is locked behind a higher level players. You can also find almost the full history of the scenario at the test server forums if you think its currently behaving incorrectly.Quote:

Maybe its working as 'Designed', but is it working as it 'should'?

Ie. if you build in the wrong place it should be possible to demolish the error and carry on from that point without the quest condition throwing a sulk. Compared to a regular adventure when one of your generals gets defeated, the adventure can continue subject to time limits, resources and general availability.
