Why is The dark priest an adv for GQ?

Today I wanno ask why is The dark priest adv a Guild quest adv.
Even for higher levels it is hard to get.

So if you in a guild where not many high levels, does that mean you just don't do guild quest that day?
There should really be a consideration of this when guild quests are constructed.

Island of the Pirates was replaced with Witch of the Swamp for the exact same reason after you could no longer buy Pirates in the Merchant. Either Dark Priests should be made available for map fragments or it should be removed from guild quests. Although an even better solution would be to change all GQ tasks that specify a particular adventure to instead specify a particular theme or campaign (e.g. classical, fairytale, arabian, etc.)

EDIT: Or an adventure of a certain difficulty level (or higher, ofc)

this has one advantage over the iop in that it's 2 player so at least 2 can be done at same time, i use to use this to show newbies blocking ect, now the few i have are held for GQ needs. I have to agree ones needed for GQ need to be either buyable for Map Fragments or found at much higher rate. Same can be said for Nords which also comes up in GQ.
