I have build a residence and than removed it, the progress of the quest increase to 10/3000, but after the residence was removed it become -10/3000.
At now, my population limit is 12660/12650.

At now, my population limit is 12660/12650.
Open an adventure, kill 10 recruits and you're back to normal. Then send 2990 recruits to the adventure and start killing them.
Quest done
Just borrow some Magnificent Residences.
I had to kill over 1000 troops to get here and now I can't complete (or pay 500 gems!)

I ran into the same issue, even reloading didn't resolve it. However, the old trick to resolve this issue for production quests, turning a building off and back on, DID resolve it for me

Visiting friend or adventure sometimes help - some say stop/restart building helps - or just wait 15 minutes :) seems to be some sort of lag

Can this quest please be completed for me ??? I don't feel like killing off 3000 units again ...
