I realized that when I build mines and the mine becomes empty, my building licenses do not come back... For example: I have 03 building licenses and I use 01 of them to build a iron mine, but when the mine gets empty, my building license stays in 02 licences... Is this normal?
You should get the licence back as the mine exhausts, keep a close eye on this and make note of what buildings you are placing down when they go and see if they come back once they exhaust, also maybe try a refresh if you haven't alreadyQuote:

Ah, Marble deposits are not mines
Mines are Copper, Iron, Coal and Gold. Stone and Marble are just deposits, so you won't lose/gain licences when you refind those
