Question about combat system

Hi to everyone. I started TSO a few days ago. Today I eliminated the bandit village and bandit leader in Section 2. I got the loot (building licenses and some gold coins) but their area still has red ribbon/columns around it and has not be turned into blue color (my are of influence). Have I done something wrong?

You need to build a storehouse inside that sector.
As soon as it finished it will be yours.
