From time to time, there's one with a slightly different picture. Settler has a kind of an aureole. Anyone who knows what it means?

I've noticed this too... I think it means they are new to the star menu... it also happens with buffs. If it is meant to signify they're newly produced or obtained it doesn't appear to work properly though lol!
In the meanwhile I believe it's the ones you obtained via a quest.
Anything can have "that certain glow", it can appear on everything from Fishfood to Specialists as well. While I choose to believe the glow is Ghosts of Bugs Past it seems neither to affect anything nor mean anything special. At least not that I've been able to trace.
