Could anyone help me, one of the main quests called obligations asks me to give ONE of my explorers 10 tomes but it will only except 9 tomes plus 12 manuscripts (21 in total), so my question is - HOW?

Could anyone help me, one of the main quests called obligations asks me to give ONE of my explorers 10 tomes but it will only except 9 tomes plus 12 manuscripts (21 in total), so my question is - HOW?
21 is the limit for books of all types - you have added too many manuscripts at the lower levels. You only need 5 in each row. Your choices are:
1. Get a full or partial refund of your books and reset the skill tree (very costly)
2. begin again on a new explorer, but only add the minimum number of manuscripts for each row (5)
Personally I'd go for 2.
