There are dedicated Polish servers at thesettlersonline.pl
If you chose to not play on a Polish server, then you will find that there won't be a Polish chat channel...
Probably your best way to get an all-Polish chat would be to create a Polish-players guild, then you could use guild chat to speak to other Polish players.
