Well... you get a license back when the mine collapses (when it collapses - not when you demolish the ruins), but when you build a new mine, you use up another license, so it balances out. :)

How has no one mentioned that having 0 production is not the same as having positive production yet? 0 production means that you make exactly the amount of the resource you use. Positive...

I think the ships idea has been mentioned somewhere in relation to expanding the player's territory. And in this case, I would welcome ships gladly, if only so I could claim new sectors and fight...
