Yes, you're both absolutely correct.
I made the assumption that 'increasing recruiting speed by 33%' would equate to 'decreasing recruiting time by 33%', and when you do the math..... it doesn't....
I recently upgraded my barracks from level 3 to level 4 (it stated it would be 33% quicker)....
