Yes, I noticed. 179 granite for a medipack. Hmm... I also read that using a medipack in any adventureisland (outside homeisland) doesn't have an affect to the quest, so maybe I just wait for one...

Some waiting quests still accept paying recourses but never give the rewards. Those have also been waiting quests. It isn't a bug, just annoying then?

Same bug here. "Buff your friends buildings, pay resourses..." If it doesn't have a checkbox, then it usually is a fake quest.
