the USA server has it and I can tell you it is a mitigated disaster....the drunks, fools and idiots ruin it for all

I would suggest the servers are only just powering up...give it 20 minutes or so. The game is officially only meant to be up exactly now anyway, so patience.
It's a display issue. You are actually not affected in anyway. I might be wrong, but I think the game calculates the pop of frozen manors/pirate homes incorrectly
The wording of many quests is rather poor. Just remember when any quest asks for "at least 0" or similar it means you need to make more of that item than your using.

Most definitely. The reset time for Australia is 1pm (11am during our winter and the euro summer). Door 2 was available at 11am my time, two hours before the daily and only 17 hours after the event...
