Are you using WiFi at all? I found this happened to me a lot at a hotel I stayed at during a holiday and struggled with it due to poor connection. Not saying it's that for sure, but I've seen this...

Is there any chance you can provide us with a screenshot to show what you mean? Or do you mean with your scroll wheel on the mouse?

I believe this is a weird thing that changes with Guild Members but only to the Guild Leaders (or so I've heard on the grape vine). But as your images show, maybe it's only those who have Guild...

Looks like that might be listed under your waiting quests, might need to finish your current daily quest before you'd be able to complete that

Often I find the issues can be caused by ghosts buffs and not waiting for the animation to kick in on the friends island before returning home.
