Maybe he hasn't even garrisoned his general yet, you need to click the general from the star menu and place him on the map before you can assign troops to that general.

yeah, granted the explorers don't being in that amazing amounts of goodies.. was just checking the general consensus :P

I moderate chats way busier than these on a regular basis, and of course we encourage our regulars to respectfully remind new people of the rules as well, or direct them to the rules with a link....
