It looks like they may already have addressed this. I am sure that when I was placing buildings on the test server, any location you could place a building was highlighted in green.

I totally agree. I tried for about 6 hours to log in and never got passed the last position. I may give it another try if it is better now.

The territory line is probably set up in this way so you can see where to place your storehouse to claim it. Otherwise you would not know where one territory ended and another began.
